I can't seem to find a way to do this though that doesn't somehow involve compressing the images. I need to combine both of them in to one PDF with multiple pages. I have 2 PDF documents now, and they are the front and back of a flyer. Photoshop has the ability for me to save as Photoshop PDF, which is good because I was able to select that there be no compression done, to leave the 16Bpc channel image as it is and not convert it to 8bpc, and also to select no color conversion and to include the the destination profile of the document in the saved PDF. I have to submit images made in photoshop to the printers as a PDF document according to their requirements. I have Acrobat Pro DC and I have Photoshop.
